Just like other central parts of the business, such as Supply Chain or Customer Relations, one needs to see change as a value stream where the needs of the external environment are constantly evaluated, translated into a strategy, and delivered in the form of value-creating changes. A vision/strategy that is broken down to a level that everyone understands and can be motivated by. It is also important that the value stream has clearly defined roles/responsibilities based on the value one wants to create.
